To my knowledge it's more social then government induced, although me personally I find handouts to blacks racist to blacks as it makes them dependant and reduces the likely hood of proper assimilation into society(for example the treatment of aboriginals in Australia).

So you're saying that you can just literally hunt people like animals for decades and steal their children, then say "well, now that you're all living in poverty and drinking Listerine in the outback, we're letting you into society now", and reasonably expect them to do as well in society as well as some middle-class white kid from the rich suburbs in Melbourne?

Sure you can, if you're talking about such things happening over a few generations.  The Irish who came to the US were low class and largely segregated to slums in the northeast became largely middle class as time went on without the help of the government.  Of course, they had the benefit of being rather close to US culture.  But you see examples of minorities who came to the US and aren't, like many from countries throughout East Asia, and they still succeed without the help of the government (often in spite of the government, seeing how affirmative action typically hurts Asians more than whites given that Asians are usually overrepresented in places like colleges).  There's no reason such can't happen with the Australian aborigines, though I'd say their government should provide them the basics of education (it's all public anyway).

so basically what your saying is that they cannot do as well in society as humans can. I think Im going to have to agree with this :)
